Registers and registration are corporate tools aren't they ? ... why have a drivers licence for ID, car registrations etc when a Passport covers all... and take traffic infringements for speeding for example...we can have speed signs as advisory but if one exceeds that and has not caused harm to a human being or to property ...then we can't be fined for that...
